Tariffs are documents prepared by telecom companies
to describe services, pricing, terms, and conditions
they offer. In this highly competitive industry, this
information changes frequently. Government regulations
require that they be documented in a timely manner with
the FCC and States. TariffLink was developed as a tool
for the law firm for document production and management
services they provide to telecom company clients. Advanced
versions are being marketed directly to telecom companies
for their in-house use to better manage and integrate
company pricing, terms, and conditions and ensure that
Legal, Sales, Marketing, Billing, and Customer Service
departments are all working in concert.
Unlike most document management systems, TariffLink
focuses on the production of documents and their revisions.
Company specific information must be melded into multiple
versions to meet boilerplate requirements imposed by
a myriad of government agencies. Consequently, document
revision record keeping offered by traditional document
management systems would not meet all needs. TariffLink
is designed with a granular approach to document management
by recording and maintaining content and data at the
document section level. This allows for content to be
archived and retrieved for comparison of sections between
documents or revisions of the same document. Likewise
record keeping of document revision histories allows
users to quickly pinpoint or summarize circumstances
that were the reasons for revisions.
Beyond producing and managing documents,
TariffLink features various levels of Web publishing
of documents. This allows for synchronized posting of
documents maintained in the system as static Web pages
(for the general public) to highly interactive Web versions
for use by company personnel only. TariffLink was developed
using Visual Basic 6, Active Server Pages, XML and JavaScript.
System design utilized Object Oriented Programming techniques
such as interface inheritance and business, server and
client tier classes.
